This three-judge court was convened, pursuant to 28 U.S.C. §§ 2281 and 2284, to determine the constitutionality of a state welfare statute, M.G.L. c. 117, § 4. 1 Before us are two factually unrelated class actions (Ryan v. Minter and Morales v.
