It was conceded by the learned judge of the court below and by the counsel for the defendant, that the act of 1893 repealed the local acts of 1848 and 1851, so far as those acts related to the appointment of tax collectors, and that now tax collectors in the townships named in those local acts are to be elected by popular vote as in other portions of the state. The case of Com. v. Wunch, 167 Pa. 186, is directly on the point and renders any further discussion of it unnecessary.
