Chester Fulton (Fulton) petitions for review of the December 14,1994 decision of the Pennsylvania Board of Probation and Parole (Board) denying his petition for administrative relief. Fulton sought the Board’s review of its June 14, 1994 order recommitting him to a state correctional institution as a technical parole violator and as a convicted parole violator to serve twenty-four months back-time.
