This is an original action by the state on the relation of the attorney general to compel respondent, the secretary of state, to publish a proposition which petitioner alleges the 1951 legislature made to amend that part of section 2, article 4, of our constitution, which now provides:

“No person shall hold the office of sheriff or county treasurer for more than two consecutive terms.”

The pertinent part of section 1, article 14, reads:

“Propositions for the amendment of this constitution may be made by either branch- of the legislature; and if…
