I. INTRODUCTION
This Court previously held that the Department of Health and Human Services ("HHS") exceeded its statutory authority when it reduced the 2018 Medicare reimbursement rate for certain pharmaceutical drugs-those covered by the "340B Program"-by nearly 30%. In that decision, the Court asked the parties to provide supplemental briefing regarding the appropriate remedy. That briefing is now ripe for the Court's consideration.
