Jeffrey Schnitzer appeals the district court’s dismissal of his tort claim against the United States. Schnitzer was injured while serving a 29-year sentence at the United States Disciplinary Barracks (USDB), Fort Leavenworth, Kansas, following his court-martial convictions for, inter alia, kidnapping, rape and attempted murder.
