Respondent police officers (“the officers” or “respondents”) appeal from the trial court’s 4 March 2010 order granting the City of Winston-Salem’s (“the City”) petition for disclosure of transcripts contained in respondents’ personnel files.1 Respondents argue on appeal that: (1) the trial court erred in granting the petition pursuant to N.C.
