This matter comes before the Court on the appeal of K. George Joovelegian ("Plaintiff") from a decision of the West Greenwich Zoning Board of Review (the "Zoning Board"), sitting as the board of appeals for the West Greenwich Planning Board (the "Planning Board").1 Plaintiff, a neighboring landowner, seeks reversal of the Zoning Board's decision, which upheld the Planning Board's grant of master plan approval for a residential subdivision.
