On our own motion, we withdraw our opinion issued June 27, 2002, and substitute the following opinion.

Appellant, Fort Bend Independent School District (Fort Bend ISD), appeals the trial court’s interlocutory order denying its plea to the jurisdiction, claiming that appellee, Thelma Rivera, faded to exhaust her administrative remedies before filing her whistle-blower action in district court.
