This is the second time this case has been before us. In Howard v. McLucas, 782 F.2d 956, 960-61 (11th Cir.1986) (Howard III), we held that white and nonminority employees (the intervenors) at the Warner Robins Air Logistics Center (Warner Robins) could intervene to challenge race-conscious promotional relief in a consent decree entered into by black employees (the plaintiffs) at Warner Robins and the Secretary of the Air Force and others (the government).
