Two propositions are before us in support of this appeal pi-osenting appellant’s disagreement with the trial court’s construction of the Act of Congress of August 29, 1916 (U. S. Comp. St. §§ 8604aaa-8604w), known as the “Bills of Lading Act,” and referred to by text-writers as the “Uniform Bill of Lading Act,” to wit, sections 23 and 24 of said act, in determining the right of a general creditor to enjoin the movement of certain cotton under a bill of lading issued by a common carrier for its transportation ’ from a place in the state of Texas to a place in a foreign country, to wit, from…
