This case is before the Court upon the appeal of the West Virginia Department of Administration, Division of Personnel (hereinafter “Division of Personnel”), the respondent in the writ of mandamus action and the defendant in the declaratory action below. The appellees are Debra L. Parsons, Betty J. Dooley, Joyce F. Paxton, Dorothy Hughes, Janice Hundley and Carol A.
