delivered the opinion of the court:

Claimant was employed as a seasonal laborer by the City of Green Rock (City) to remove trees and brush from City property. He suffered a compensable injury to his knee in 1987. Although he returned to work in 1988, he was not recalled by the City in the spring of 1989 after being laid off the previous fall due to inclement weather.
