While the record before this court does not affirmatively show that a question was raised in the superior court as to the jurisdiction of that court to hear the appeal, upon examination of the record that question arose in this court in that it does not appear that the notice appealed from was such a final ruling, order or judgment of the Commissioner as would authorize an appeal to the superior court under the provisions of the law, and we have, therefore, inquired into the matter on our own motion, for if it appears from the record before this court that the superior court…
