Carlisle Electric, Inc., the petitioner, appeals by permission1 from an order of an adjudicative officer of the Department of Labor and Industry which denied petitioners request for attorneys’ fees pursuant to the *361Act of December 13, 1982, PL. 1127, 71 P.S. §§2031-35 (Supp. 1986).
