Dean Bauer, former Inspector General of the Illinois Secretary of State’s office (SOS or Secretary’s office or office of the Secretary of State), pleaded guilty to one count of obstruction of justice — tampering with a witness, a federal felony, in conjunction with a federal investigation into the licensing process at the Secretary’s office known as “Operation Safe Road.” 18 U.S.C. §§ 1512(b)(2)(B), 2 (2000).
