I. INTRODUCTION

The plaintiff, Albert Ford (“Ford”), has brought this action challenging his confinement in the Departmental Disciplinary Unit (“DDU”) at MCI-Cedar Junction while a pretrial detainee and, later, as a convicted felon serving his sentence.
