I am not able to agree with the majority opinion that the ordinance is void as an unreasonable exercise of police power.

Section 1 of Ordinance 4395 is: “It shall be unlawful and an offense for any person, firm or corporation to drive or operate any ambulance on the streets within the City of Oklahoma City, on any emergency call without first having called the Police Station of the City of Oklahoma City and having received permission to make said emergency call.
