*298 Officials of the Texas Department of Criminal Justice banned incarcerated adherents of the Nation of Gods and Earth, including plaintiff-appellant George Lee Tucker II, from congregating together as their religion requires. Tucker sued under the Religious Land Use and Institutionalized Persons Act, and the district court granted summary judgment to the defendants, which Tucker now appeals.
