In 1883 the legislature of the state of New York, by an act entitled “ An act to regulate and improve the civil service of the state of New York” (Chap. 354), provided for the appointment by the governor of a commission, designated “civil service commission,” consisting of three persons, whose duty it should be, amongst other things, to aid the governor in preparing suitable rules to carry into effect the purposes of the act; which rules, amongst other things, should provide “ for open, competitive examinations for testing the fitness of applicants for the public service, now classified or to…
