Defendant Jonathan E. Coughlan, Disciplinary Counsel for the Supreme Court of Ohio, appeals from the district court’s grant of summary judgment to plaintiff William O’Neill in this action seeking to enjoin enforcement of three canons of the Ohio Code of Judicial Conduct. O’Neill, a judge of the Ohio Court of Appeals at the time, was accused of violating these canons while campaigning for election to the Ohio Supreme Court in 2004.
