[T1] This appeal requires that we consider various issues arising from passage of an annexation ordinance and the issuance of a liquor license. Appellee the Town Council of the Town of Torrington (Town Council) passed an annexation ordinance for property belonging to Appellees Eddington, Hill, Mar-latt (property owners), 77 Capital Corp. Before the annexation was effective, the property owners applied for a retail Hquor license. Appellants Robert L.
