The Secretary of State (Secretary), George H. Ryan, appeals from the orders of the Du Page County circuit court directing him to issue defendants, Rebecca L. Delcorse and Joel P. Avey, judicial driving permits (JDPs) pursuant to section 6—206.1(a) of the Illinois Vehicle Code (Code) (625 ILCS 5/6—206.1(a) (West Supp. 1997)).
