Plaintiff Cirilo Rodriguez is a building contractor in the Village of Sleepy Hollow. Defendant James Margotta is the Building Inspector of the Village. Plaintiff filed a claim against defendants Margotta and the Village of Sleepy Hollow for violating plaintiffs Fourth, Fifth, and Fourteenth Amendment rights in violation of 42 U.S.C.
