In this case, a public hospital in Cedar County seeks a judicial declaration as to the legality of an expansion into that county by a public hospital based in a neighboring county. The action is brought by Cedar County Memorial Hospital (“Cedar County Hospital”) against Nevada City Hospital in an effort to block the latter’s planned expansion into Cedar County.
