MEMORANDUM OPINION

MENTZ, District Judge.

Pending before this Court is defendants’ Motion for Clarification and Reconsideration of Order of July 3, 1984. Oral argument was heard on August 22, 1984 at which time the Court took defendants’ motion under submission. The Court has now considered all the memoranda submitted in this case and has carefully studied the Outer Continental Shelf Lands Act, 43 U.S.C. 1337(g)(l-4), and the opinion recently filed in State of Texas v. Secretary of the Interior, 580 F.Supp. 1197 (E.D.Tex.1984) [the “Texas case”], and, based on the record and the law, concludes…
