Ray E. Gilbert, Jr., Maria Melgar, Richard Montez, Robert Garcia, and Bill New-kirk, tax-paying property owners in El Paso County (Property Owners), brought suit against the County of El Paso (the County) and the members of the El Paso County Commissioners’ Court (the Commissioners’ Court) seeking injunctive relief pursuant to Tex.Tax Code ANN. § 26.04(g) (Vernon Supp.1999).
