This nonpayment proceeding was commenced by filing the notice of petition and petition on March 7, 2007 following the termination of Section 8 payments on behalf of respondent, Charles Williams, by the Department of Housing Preservation and Development (HPD) and before the start of payments by the New York City Housing Authority (NYCHA).
