Pro se Plaintiff, an inmate at Southport Correctional Facility (“SCF”), brought this action against the State of New York and Department of Corrections and Community Supervision (“DOCCS”) officials pursu*35ant to 42 U.S.C. § 1988, alleging violations of the Eighth Amendment and New York State law.
