In a bench trial in the Circuit Court of the City of Roanoke, the defendant, E. Duane Howard, was convicted on a summons charging him with disorderly conduct in violation of Section 21-9(a)(2) of the Roanoke City Code for his alleged disruption of a meeting of the city council. The circuit court imposed upon Howard a fine of $100.00, suspended upon condition that he keep the peace and be of good behavior for a period of six months.
