MEMORANDUM OPINION

WINNER, District Judge, sitting by Designation.

These consolidated cases are before the Court on discovery problems. The zeal with which plaintiff resists routine discovery necessitates a much longer opinion than discovery squabbles deserve. 1 Moreover, the problem is a reeurring one, and I want to add to the many cases on the subject my word of protest against the view of the executive branch of the government that it can govern in secret. That thinking pervades the entire executive branch, and there is little wonder that we face a crisis in public confidence in government…
