On December 2, 2002, pursuant to section 39.202(c) of the Texas Utilities Code, AEP Texas Central Company 1 (“TCC”) filed an application for its final fuel reconciliation with the Public Utility Commission of Texas (the “Commission”), for the period July 1, 1998 to December 31, 2001. 2 See Tex.
