The above-captioned case is before the court on motions for summary judgment filed *1187by Plaintiff and the Federal Defendants.1 In this lawsuit, McKnight Construction Company, Inc. (MeKnight Construction) seeks a declaratory judgment and a permanent injunction barring the Federal Defendants from implementing and administering a federal construction contract awarded by the U.S. Army Corps of Engineers, Savannah, Georgia District (hereafter “the Corps”) to Conner Bros.
