TATE, Justice.

By resolution of March 18, 1971, the Louisiana Stadium and Exposition District authorized the issuance of $113 million of bonds to construct a domed stadium in New Orleans. The present proceeding and two companion suits 1 attack the validity of this bond issue, as well as of the means used to finance it — a hotel occupancy tax in the two parishes (Jefferson and Orleans) of the district, and a lease from the District to the State. The opponents to the bond issue also ask for certain declaratory relief.
