Claimant, Judith Clark, sought benefits pursuant to the Workers’ Compensation Act (Act) (Ill. Rev. Stat. 1989, ch. 48, par. 138.1 et seq.) for injuries sustained on June 26, 1990, while working for the City of Prospect Heights (City).
