This matter comes before the Court on Defendant’s motion to dismiss Plaintiffs bid protest for lack of standing. On June 19, 2017, Plaintiff, Loomacres, Inc. (“Looma-cres”), filed this action challenging the decision of the United States Air Force (“Air Force”) to insource Bird Aircraft Strike Hazard (“BASH”) program-related services for the Cannon Airforce Base in Cannon, New Mexico.
