RECOMMENDED ORDER

Pursuant to notice, a hearing was held in this case on June 3, 1987, *217in Jacksonville, Florida, before the Division of Administrative Hearings, by its designated Hearing Officer, Diane K. Kiesling.

The issue is whether Respondent’s license as a physician should be revoked or otherwise penalized for the acts alleged in the Amended Administrative Complaint dated November 19, 1986.
