In most respects the questions presented by each of the cases are the same.

The bill under which the orders appealed from were made was filed by Oharles W. Clingman as a citizen, resident and taxpayer, of the county of Cook, in the State of Illinois, and a stockholder of the World’s Columbian Exposition.
