Appeal from a judgment of the Supreme Court (Cobb, J.), entered January 24, 1991 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of the State Department of Social Services terminating petitioner from participation in the Medicaid program.
