B.J.C. (“the father”) appeals the termination of his parental rights.

*1111In October 1996, the Jefferson County Department of Human Resources (“DHR”) filed dependency petitions asking the Juvenile Court of Jefferson County (“the trial court”) to determine custody of H.M.A. and H.Y.A.
