Southwestern Bell Telephone Company (“SWBT”), in an original action in district court, sued the Public Utility Commission (“PUC”) and its commissioners for declaratory, mandamus, and injunctive relief. 1 AT & T Communications of Texas, L.P. (“AT & T”) and Southwestern Bell Communications Services, Inc. (“SWBCS”) intervened in the cause, the former in opposition to and the latter in support of SWBT’s causes of action.
