GRANT, Senior District Judge.

Appellant Mary Ellen Byrne was an elementary school teacher in West Allis-West Milwaukee, Wisconsin, whose employment was terminated by the appellee Board of Education of that school district [“School Board”]. Alleging discriminatory treatment by the School Board because of her handicap, a sensitivity to the fungus asper-gillus fumigatus, Ms. Byrne brought this action based upon federal claims under the Rehabilitation Act of 1973, 29 U.S.C. § 794, and the Civil Rights Act, 42 U.S.C. § 1983, and upon a state claim under the Wisconsin Fair Employment Act, § 111.31…
