MEMORANDUM

MERHIGE, District Judge.

Plaintiff, an inmate confined at the Virginia Correctional Center for Women in Goochland, Virginia (hereinafter “VCCW”), brings this action seeking declaratory and injunctive relief as well as monetary damages pursuant to 42 U.S.C. § 1983 against Terrell Don Hutto, Director of the Department of Corrections for Virginia, Robert M. Landon, who was Director of the Division of Adult Services of that Department, Anne Downes, Warden of the Women’s Correctional Center and the individual members of the Virginia Board of Corrections.
