ORDER

EDENFIELD, District Judge.

Plaintiff Kenneth C. Ferron, an African American, brought this Title VII, employment discrimination action against the United States Army (the Army). 1 A civilian employee, Ferron alleges, inter alia, that the Army denied him a promotion at its Fort Stewart Fire Department because of his race. Denying all allegations, the Army moves for judgment on the pleadings and for summary judgment.
