The appellants in this case are a self-styled class of all persons who were citizens of the Republic of South Vietnam on April 30,1975, when that government collapsed and was taken over by North Vietnam. The class filed suit in the Southern District of New York seeking a preliminary injunction directing that (1) the United States freeze all assets under its control that belonged to the former South Vietnam; (2) plaintiffs’ counsel be designated the holder of all such assets; (3) costs of managing the assets and of maintaining this legal action be paid from the…
