Quail Cruises Ship Management Ltd. (“Quail”) appeals from the district court’s order dismissing its amended complaint for lack of subject matter jurisdiction. 1 After careful review of the record and the parties’ briefs, and having the benefit of oral argument, we vacate the district court’s order and remand for further proceedings.
