Zhao Quan Chen, a native and citizen of China, seeks review of a March 5, 2004 order of the Board of Immigration Appeals (“BIA”)-denying his motion to reconsider the BIA’s January 6, 2004 denial of the motion to reopen his immigration proceedings.
This Court earlier denied Chen’s petition for review from the BIA’s November 9, 1999 decision affirming the IJ’s denial of a motion to reopen proceedings in which a deportation order was issued against Chen in absentia after Chen failed to appear at his hearing.
