Johnson County Sheriff Frank Denning fired Deputy Michael Maurer after Maurer failed initially to report that he’d caused a crack in the windshield of a patrol car by tossing a 5-pound plastic accordion folder full of papers at a horsefly in the car. But Kansas law malees the sheriff s personnel decision subject to review by a civil-service board “to determine the reasonableness of [the] action.” K.S.A. 19-4327(b).
