Dennis A. Smith claims he was entitled to disability insurance benefits under 42 U.S.C. § 223(d) for a disability period under 42 U.S.C. § 216(i) of the Social Security Act (the Act).1 Smith’s claim for disability was *987denied by the Administrative Law Judge (ALJ) in an opinion after a hearing at which Smith waived his right to counsel. The district court ruled that the ALJ’s decision was supported by substantial evidence.
