Robert Holmes, Jr. seeks review of a final decision of the Merit Systems Protection Board (“Board”), which dismissed his appeal for lack of jurisdiction. In the dismissed appeal, Mr. Holmes alleged that the Department of Justice (“DOJ”) violated his rights under the Uniformed Services Employment and Reemployment Rights Act of 1994 (“USERRA”).
